The Situation in Sudan
Particularly Darfour Events

On Monday August 2, 2004 and headed by Mr. Safwat El-Sherif, Speaker of the Shoura Council, the Committee on Arab and Foreign Affairs and National Security held its meeting to discuss the situation in Sudan particularly the Darfour events. The meeting was attended by Mr. Ahmed Abu El-Gheit, Minister of Foreign Affairs, Prof. Dr. Mufid Shehab, Minister of  the Affairs of the Shoura Council, Chairpersons and Bureaus of the Council’s Specific Committees, Representatives of the Political Parties and Counselor Farag EL-Dorry, Secretary General of the Council. Also the meeting was attended by Ambassador Dr. Ahmed Abd El-Halim, Ambassador of the Sudan to the A.R.E., Ambassador Naglaa El-Husseiny, Vice Assistant of the Minister of Foreign Affairs for the Affairs of the people’s Assembly and the Shoura Council and Ambassador Mohamed Kassem, Director of the Sudan Department in the Ministry of Foreign Affairs.

 In its discussions, the committee confirmed the following :

- Its Full support to the determined efforts exerted by President Mohamed Hosny Mubarak to achieve stability and security for all nations, and the firm stances he asserted on different occasions including the urgent need to solve international problems and issues in the framework of international law and legitimacy and his grave concern with issues of the Arab  Region most important of which is the stability and integrity of the Arab Countries.

- Also, the committee praised the President’s latest contacts with all the parties concerned with the problem in Darfour in order to support unity, stability and peace in the brotherly Sudan, the contacts that appeared through some Egyptian amendments to the latest UNSC. Draft resolution on the Darfour problem which included the core of the Egyptian remarks on the urgent need to give the Sudanese government enough time to put an end to the crisis.

The committee also confirmed the following :

*The Egyptian situation rejecting Foreign intervention in the internal affairs of any country is a primary and firm situation.

*The two brotherly peoples in Egypt and the Sudan are linked together with historical solid ties for the sake of their common welfare and there is complete agreement between Egypt and Sudan on the steps to be taken. The Sudanese leadership expressed its understanding to the urgent need for coordination between the two countries.

*Egypt has always been asserting its firm and original situation throughout history shown in its adherence to the solidarity of the Sudanese people as well as its full reject to any violation to the security and territorial integrity of the Sudan.

*There is a true need to realize the nature of the situation encompassing the Arab region and to reach an agreement upon this situation so as to surpass the current problems and to necessitate helping the Sudan and enhance and activate its security and materialistic capabilities to achieve security in Darfour and to pave the way for the return of refugees and to achieve stability and to start negotiations aiming at achieving peace in the region.

*Putting forward the Darfour question in the Arab Parliamentary Union and the African Parliamentary Union to approve providing the Sudanese government with the necessary aids to surpass this crisis.

*Exerting intensive efforts and contacts with the super powers particularly the USA, the Russian Federation, the EU as well as International Organizations to provide economic, medical and human aids to the aggrieved regions in Darfour. In this respect, the committee praised the grave contacts of the Egyptian Minister of Foreign Affairs with his counterparts in the USA and in Netherlands (Chair of the EU) besides his contacts with the UN Secretary General to show the impression of the Egyptian delegation to the Sudan on 30/7/2004.

*Activating mechanisms of Arab, African and International cooperation with the Sudan which can help achieve the Sudan national integration to preserve its territorial integrity through :

- Continuing the Egyptian-Arab role supporting the Sudanese brothers, enhancing cooperation in economic and medical domains and developing joint agricultural, educational, cultural and intellectual projects.

-                     Activating the role of public participation in any Egyptian – Sudanese cooperation particularly through parliaments, political parties, unions and NGOs.

-                     Continuing coordination between Egypt, the Sudan and the Nile Basin Countries and seeking a wider framework for the cooperation between these countries.

-                     Reinforcing cooperation between the International community and the African Union to enable the latter to undertake efforts to settle the situation in Darfour in accordance with the approved mechanisms so that the Sudanese government can control human problems in the region and let pass the opportunity for those endangering the Sudan’s national security.

 Ambassador DR. Ahmed Abd El-Halim praised the Egyptian situation and president Mubarak’s efforts to contain the crisis and to preserve the Sudan’s territorial integrity.
